You need to get two weapon fighting feat (get it free at Ranger level 2) that will drop those two weapon penalties from -4/-8 to -2/-2

When it says you need Hide 10 and Move silently 10 that doesn't include your dex. The earliest you can have 10 ranks in any skill is 7th level. Then when it's time to choose your 8th level class you can pick up Nightsong Enforcer.
