I don't know about incredibles but yes this was a ranged touch, no save. Even your trap sense haven't saved you against an attack that hit....
You are right about pinned vs tied-up, we have a situation currently where the party tied up a (tiny) dragon.
It's strictly ooc info but OTOH the goo is strong enough to entangle any creature up to Gargantuan I guess. The creature is medium btw, and Koriolis is... well, you'll see
