I think what we have here is a failure to communicate.

Mental stats: Good 8+ Excellent 16+ Typical 5 = 29pts
Total: 69cp's

Incredible 36 Prehensile Hair: Base 10+ Rank 36+ Overpowered 15 = 61pts
Excellent 16 Invisibility: Base 10+ Rank 16 = 26pts
Good 8 sound manipulation: Base 10+ Rank 8 = 18pts
Excellent 16 light absorption: Base 10+ Rank 16 = 26pts
Total: 131pts
Total thus far: 69pts + 131pts = 200pts
Resources (Rank number x2): Typical 5 x 2 = 10cp's
Popularity?? Should always be 0

Even with the limitation you've given yourself of +40 points (which I will get back to) that's 180+ 40 = 220pts.
The Limitation: Limitations and the number of points they grant are generally negotiated between the player and myself. The limitation has to be a real limitation and not something negated, even partially by another power or ability. Your Sound Manipulation is a power that will at least partially negate your limitation. Someone tries to mute you with their power and you just use your power to try to stop them from muting you. Or if you are gagged you change the ambient sound to sound like your voice to tell your hair to do something.
The other side to the limitation is how many points is it worth. The more often the limitation effects your character the more points you get. What are the chances of you being muted in some way? For example, Kryptonite would not give Superman as many CP's as someone who had a limitation to wood. If you were to benefit from a Vocal limitation you would need to be obvious about needing to talk to your hair. Much like Doctor Strange who speaks his incantations boldly and clearly, you would need to do the same. No whispering to bypass the limitation and it would need to be in your voice. To remove a Limitation is Expensive.
The examples on page 9 of the Players Book do not necessarily translate into CP's. Those are examples of the maximum ranks to which a power may be raised to by limitations. They may be used as examples of possible limitations though.
I hope I'm not discouraging you. I can see your enthusiasm which would be great to add to the game. Just remember that these are teenagers. Just your Good Fighting is the equivalent of a Police Officer's training. It's not impossible for a teenager to have a Good fighting but they must have gotten the training from somewhere. Keep that in mind when assigning stats.
