Lillycat, I'm a little confused by your character.
First, with the exception of your Intution and Psyche, all your stat numbers are wrong. Typical a minimum of 5; Good is a minimum of 8; Excellent is a minimum of 16'.
Second, I'm not sure why you have hyper intelligence or how you've added together your stats to get Unearthly 88.
Third, I usually don't allow powers or stats to go above Amazing unless there's a reason. For example, in my other game, Interface is a technomancer and he has hyper-intelligence that raised his Intelligence to Amazing because he's a tech guy so it makes sense. I'm not saying that Rapunzel can't be super smart but did you have a plan?
Fourth, I have to think about the other players whose ORIGINAL characters were limited to Excellent by another DM. Since I was thinking about taking over I've relaxed limit for possible crossovers with my other group.
Fifth, looking at your CP costs, you start with 190 (including +10 for being a random mutant). The cost of your powers would be 128pts.
42 = Prehensile Hair
10 = Base Power Cost
15 = for Incredible overpowered
67 = Total
36 = Hyper Intelligence
15 = for Incredible overpowered
10 = Base Power Cost
61 = Total
This leaves you with 62pts for everything else. Just to get your Reason to Unearthly 88 would cost you 52pts +25pts(Amazing overpower)=77pts! That puts you OVER by 15pts and that's before buying the rest of your abilities; your reasourses; Talents; and contacts.
Also you don't buy Popularity. You have to earn it which is very hard for mutants to do.
Please read this post. It gives you almost everything you need to know. There are some powers that give you a minimum starting rank that have a different cost but I will deal with the cost if that happens.
