Yes, because spell combat is a full round action, with -2 penalty. So she can use only the first attack with spell strike, AC16 instead of AC14, arrow damage:10, cold damage:2

Eva moves past Gurkaph and after whispering to her arrow and it frosting up, she fires it into the bot's head.  The Robot's head snaps backward for a moment, then tilts back down to reveal a crack across its face chassis.  Glowing blue, soulless, lenses dilate and refocus on the archer.
