Well, so far it was just Portho who could use the light sabre. Maybe because a forest gnome is as close to a fey as a demihuman can ever get, or maybe because he just intuitively invoked the ancient power word.
The hilt of the Sword of Light looks ridiculously large in Toot's hands (about the shaft of a heavy mace or warhammer of the tiny druid's size) and if he invokes the words... well, frankly, nothing happens.
The cloak is like a makeshift tent to him; it would need serious tailoring to be able to wriggle (let alone walk) while engulfed in the thing.
The headband was a bit too large even for Portho, only the bard's ears prevented it from becoming a necklace. For Toot, it's more like a tool for gymnastic exercise.
In spite of the difficulties above, if Toot takes the effort to wear those things... he won't learn anything new.
