Forked Lightning Power stunt.  Not sure if he can already do this or not.  Trying to hit and destroy whatever is holding the citizens from escaping the train and hoping the things to hit are not conductive.  Not sure how many bolts he can get.  Guess I need 57 Karma to get to a Bullseye plus another 100 Karma for the powers stunt.  Not 100% on that. Does not want to fry them, just wants to break whatever is holding them
