The 190 was for a group who joined my other game. You might want to read this thread because it could have some information. It's in this thread where I said the players in this group has 180pts to make a character.
If you're looking for a Stealth power to cover up your movements, you could always pick... Stealth.
It's on page 79 of the Ultimate Powers Book. It also works for more than just sound. If you want you could put a limitation on it so it only effects sound. There's another power on the Classic Marvel Superhero Website called nondetection. For either power you could limit it to be only on when you have your Invisibility active.
I'm still thinking 40pts is very high for that kind of limitation. The fact you give me more control over your hair seems fun and is a possibility. My issue is, when you compare the Vocal command with something like, the power only works at night which the book says is Ex 20, it seems the "only works at night" is more severe. That's why I don't like using that table for CP's.
